Today, an expanded meeting of the board of the Ministry of Culture and Sports of the Republic of Kazakhstan was held in the National Academic Library in an online format. Vice-Minister of Culture and Sports Nurgisa Daueshov elaborated on the work done in the field of culture, law, education and language policy.

At the beginning of the report, Nurgis Daueshov spoke about the work done in the field of culture during the pandemic.

"The pandemic last year also affected the cultural sphere. However, despite the emergency situation and restrictive measures during the pandemic, not a single state organization has stopped its activities.

Since the beginning of 2020, state cultural organizations have held about 500 significant events: performances, premieres, exhibitions, concerts, conferences. Since March 16, the industry has completely switched to an online format of work.

For 10 months of last year, cultural organizations held 75 thousand online events with more than 120 million views. These were projects at the International, national and regional levels.

To date, the cultural and educational project "Ulagatty urpak" is being successfully implemented with short video lessons in a convenient online format for students of grades 1-11. The number of views of video lessons has exceeded 2.5 million, more than 10 thousand participants are registered on the site.

In order to support the employees of regional cultural centers, museums, rural clubs, libraries of the country, the republican contest "Rukhani Kazyna"is being held for the third year in a row. Last year, according to the results of the competition in the online format, the winners were determined in 50 nominations, 22 best teams were awarded 1 million 500 thousand tenge each of the 28 best employees were awarded certificates.

The museum events that have already become traditional, the events "Museum parade", "Night of Museums" were organized in an online format. These virtual tours were visited by 80 thousand people.

Today, all the central museums of the country have a QR code, an online exhibition, 3d galleries and tours. The state catalog of the Museum Fund of the Republic of Kazakhstan has been formed, containing more than 101 thousand exhibits from 108 state museum funds. To date, about 14 thousand exhibits from the funds of the country's museums have been transferred to a digital format (3D model).

The pandemic has also intensified the work on the translation of documents into digital format in the country's libraries.

Last year, libraries held more than 103,000 events for readers. More than 80 international projects have been implemented in the online format with the participation of more than 100 international experts.

Of the 25 films that are planned to be completed in 2020, 13 are ready. Their premiere and wide distribution were postponed due to the pandemic.

Scientific and restoration work has been carried out on 27 monuments of international and national level: Otyrar, Sarayshyk, the medieval settlement of Syganak, the mausoleum of Alash Khan, Zhoshy Khan, the underground mosque of Beket Ata, etc.," the Vice Minister said.

Nurgisa Daueshov also focused on the significant events that took place in the field of culture in 2020.

"In accordance with the instructions of the Head of State Kassym-Jomart Tokayev, starting from January 1, 2020, the wages of employees of all cultural and art organizations at the national level increased by 50%, in the regions-up to 35%. In total, 36.4 thousand people have increased their salaries.

The scholarship of the First President – Elbasy in the field of culture has grown from 240 to 660 monthly calculation indicators. In 2020, 75 cultural and art figures, including 6 young specialists, became laureates of the State Scholarship.

The Head of State presented 7 figures of literature and art with the State Prize of the Republic of Kazakhstan in the field of literature and art named after Abai in 2020.

The State Prize for Peace and Progress of the First President – Elbasy was awarded to academician Toregeldy Sharmanov and Rector of Nazarbayev University Shigeo Katsu.

By the Decree of the President of the Republic of Kazakhstan, 5 republican cultural organizations were awarded the status of "National".
Special monthly cash payments in the amount of 60% of the salary are established for ballet dancers working in their specialty until they reach retirement age.

The State Academic Kazakh Music and Drama Theater named after K. Kuanyshbayev was awarded the republican status, the team moved to a new building and the staff number increased by 2 times.

The Vice-minister also spoke about the main indicators of the regions in the field of culture.

"Since 2020, it is planned to attract $ 23.3 billion in the field of culture within the framework of the "Employment Roadmap" in the regions. A project for 288 infrastructures is being implemented in tenge. Including major repairs and construction of a new cultural facility.

According to this indicator, East Kazakhstan (76), Karaganda (47) Akmola (37) regions are leading.

According to the total number of circles, East Kazakhstan (3450), West Kazakhstan (3113), Akmola (2752) regions are leading. According to the number of participants of the circle, Karaganda (35,437), East Kazakhstan (23,691) Kostanay (23,751) regions are leading.

In 2020, Almaty (5.6%), Karaganda (3.6%), Akmola region (3.1%) occupy the leading positions in the allocation of funds from the budget to the sphere of culture in the regions."

After that, Nurkisa Daueshov spoke about the work done by the Ministry in terms of improving the legislative framework and the field of education.
"In 2020-2021, the following laws were adopted:

1) On November 2, 2020 "On amendments and additions to some legislative acts of the Republic of Kazakhstan on cultural issues";

2) On January 28, 2021, the Parliament adopted the law "On ratification of the Agreement between the Government of the Republic of Kazakhstan and the United Nations Educational, Scientific and Cultural Organization (UNESCO) on the establishment of an International Center for the Rapprochement of Cultures (category 2) under the auspices of UNESCO", a draft law "On amendments and additions to some legislative acts of the Republic of Kazakhstan on visual information" and "On amendments and additions to some legislative acts of the Republic of Kazakhstan on cinematography"is being developed.

As for the organization of the educational process in educational organizations subordinate to the Ministry, today 5,267 students are studying in 4 universities, 2,691 students are studying in 4 colleges, 2,213 students are studying in 3 boarding schools at universities and 2 specialized music boarding schools. According to the employment of students, the employment of graduates of educational institutions subordinate to the Ministry in 2019 was 93%, in 2020 – 88%.

In this regard, the ministry conducts strict control over the employment of graduates according to the Roadmap developed jointly with the heads of educational organizations and regional akimats," Nurkisa Muratovich said.

The Vice-Minister also familiarized with the work carried out on the basis of the state program for the implementation of language policy in the country for 2020-2025.

"According to the results of 2020, it was revealed that 90.5% of the population speak the state language at different levels. 52.7% of them are fluent in writing, speaking and reading.

In general, 80482 people have taken Kazakh language courses in the republic to date.

The number of regional centers for teaching the state language, including branches,is 114, according to the information provided by the Kaztest center, 7564 people were tested in 2020. Preventive control and supervision of the implementation of the law on languages was carried out in 45 institutions of Aktobe, Almaty, Atyrau, Karaganda regions and Almaty. Last year, the document flow in the Kazakh language amounted to 93%. The Committee monitors the official websites of central executive bodies, national companies, and banks. So, last year, the website of 41 institutions was adjusted in accordance with the requirements. The share of content in the Kazakh language in the state media was 74%.

Last year, 4 meetings of the terminology commission were held, 19 events were organized, 1,476 terms were considered and approved. To ensure the transparency of the creation of the term " Termincom.kz " an electronic open platform has been launched on the website.

In 2020, about 700 names of settlements and streets were approved. In order to streamline the work in the field of onomastics, the formation of a common fund of onomastic names in the country "Atau.kz " the site is launched.
