In connection with the amendments and additions to the Law of the Republic of Kazakhstan" On Culture "dated November 2, 2020, the national State Book Chamber is charged with accepting applications and conducting a preliminary selection for the state program" publication and distribution of socially significant literature". 

The National State Book Chamber, accepting this task, has developed a new platform for online admission of works to the program "publication and distribution of socially significant literature", ensuring the assessment of readers in general and members of the independent expert commission established at the institution. 

Requirements for the provision of a book for the program "publication and distribution of socially significant literature" : 

Step 1. Acceptance of essays for the state program will last until June 1, 2021. During this time, publishers and authors must register on a special platform and upload the documents and annotation to the work requested by the automated system. 

Step 2.Employees of the responsible department of the National State Book Chamber (moderators) monitor the correct presentation of works and documents submitted to the program. On June 1, the reception ends, and the moderators publish all the works simultaneously on the site. 

Documents required for the submission of works to the state program "publication and distribution of socially significant literature" : 
1) electronic version of A4 literature and its brief contents on 2-3 sheets, margins: left edge-25 millimeters, right edge-15 millimeters, upper edge-20 millimeters, lower edge-20 millimeters, printed in Times New Roman font, size # 14, "one-time" on the line spacing and (or) in PDF format photo album, drawing-album, book-album;
2) a notarized copy of the copyright agreement on the transfer of exclusive rights (for legal entities) concluded in accordance with Article 31 of the Law "On Copyright and Related Rights";
3) the author's written consent to the placement of the submitted work on the Internet resource of the authorized body (in the absence of such consent in the author's contract);
4) the author's written consent to conclude an author's agreement on the transfer of exclusive rights with a legal entity determined based on the results of public procurement.

The state program" publication and distribution of socially significant literature " accepts works in nine categories: 
1. encyclopedic and reference literature.
2. literature for young people and children.
3. literature about art and culture.
4. fiction.
5. educational literature.
6. Socio-political literature.
7. scientific literature.
8. translated literature.
9. literature related to anniversaries and significant dates.

For the works published on the website on June 1 of this year, until August 1 of this year, the reader as a whole, all Internet users can vote. An independent expert commission established under the National State Book Chamber will also get acquainted with the works submitted to the state program.   

Voting procedure for works submitted to the program "publication and distribution of socially significant literature" : 

- a voter can vote for any work by visiting a special website dedicated to the preliminary selection of works submitted to the state program, choosing the necessary nomination; 
- to vote, you need to click the like/dislike button located under the image to the left of the text; 
- one internet user can vote for one book only once; 
- after clicking the "vote" button, it is impossible to cancel this action; 
- the books with the highest number of votes are automatically exchanged on the left flank of the site. 

An independent expert commission, established under the National State Book Chamber since August 1, evaluates works according to a five-point system, taking into account the number of votes cast by Internet users. Thus, on September 1 of this year, the works of the program "publication and distribution of socially significant literature" that have passed the preliminary selection will be submitted for consideration by the interdepartmental commission. 

The specific list of works published within the framework of the state program is approved by the members of the Interdepartmental Commission.
