The National State Book Chamber of the Language Policy Committee of the Ministry of Culture and Sports of the Republic of Kazakhstan, in connection with the amendments to the Law of the Republic of Kazakhstan "On Culture", has since this year committed to select works submitted to the program "publication and acquisition of socially significant literature". 

The Republican state institution "National State Book Chamber of the Republic of Kazakhstan" has developed a new mechanism for selecting works submitted to the program "publication and distribution of socially significant literature". 

In the light of the policy of" openness " of the head of state Kassym-Jomart Tokayev, the public selection of works submitted to the state program is a new start, an important step.

The head of the institution, Adil Kazenbaevich, noted that the selection of works submitted to the program" publication and distribution of socially significant literature" is a very responsible task of the National State Book Chamber and presented the online selection mechanism. 

"The selection of works coming out through the state program is to determine the level of the literary process, the reader's demand in the volume of the Republic and the satisfaction of demand. And conducting this selection in an online format is the embodiment of the president's policy. Sammari (summary of the work) is attached to all the books offered to us. At the end of the time of acceptance of works for selection, all books are placed in a special category on the official website of the National State Book Chamber. The "Vote" function is installed on the page of each book. It is possible to vote only once for a book from one IP address. The data of the voter is kept secret, and all voters can see how many votes were given for the chosen work. At the second stage of selection, an independent expert commission operates. The reason for the appeal to the work of the commission is an additional discussion of the works of the recommenders of books for the state program. The members of the commission, taking into account the result of the "Vote", will approve a specific decision, " he said.

The state program "publication and distribution of socially significant literature" is an important program that has been working for several years according to the previous mechanism. We should not reduce the quality by changing the selection mechanism of the program. 

For example, in Europe, in neighboring Russia, there is such a wonderful mechanism: the first book of three-dimensional films is published, which are in incredible demand. Readers who read the book have an increased desire to see the characters on the screen. As a result, the cinema collects a box office three to four times higher than the expected result. I myself read the book of the famous Russian cinema "Brigade". After the book, any reader will definitely see the world shot according to the same plot. So we need such an open and fair mechanism. 

We have a number of questions about children's literature. Works for children are published in A4 format. Not to say that it is attractive. At the initiative of a public activist, lawyer Abzal Kuspan, we published a book about the relations of Alash-Arys residents of the 30s with European scientists. This work is so attractive that I bought only 8 copies. In 1937, I presented the best examples of European literature, translated by our ancestors. At that time, the Alash Arys did such foresight that the younger generation did not lag behind in development. The volume of the recently released book is thin, small, ideal for carrying, " he said.

"This mechanism is somewhat disappointing. However, we should consider the possibility of establishing feedback with the voters. We must preserve the strength of the independent commission, since we are launching this project for the first time this year. Nevertheless, we are pleased with the project to provide online voting and members of the commission. This is progress. The preservation of the human factor in the implementation of the project is done for the purpose of quality insurance. 

Now we must fully listen to those who offer books. To do this, it is necessary to conduct propaganda work in the media at a high level. When adopting the Online voting mechanism, we must proceed from the concept of the head of state – Kassym-Jomart Tokayev "the hearing state". Therefore, we should pay attention to the feedback from the voting public.
