The Department of Receipt and Control of Legal Deposit Copies is a structural unit of the RSE “National State Book Chamber of the Republic of Kazakhstan” and serves as a center for the formation of the “Press Archive of the Republic of Kazakhstan” fund.
The Department is responsible for the receipt and initial registration of all printed publications issued within the territory of the Republic of Kazakhstan, as well as publications produced abroad on the order of domestic organizations. In addition, the Department monitors the timely submission of free legal deposit copies and the completeness of their delivery by publishers or authorized third parties, in accordance with Article 24-2 of the Law of the Republic of Kazakhstan “On Culture” and Article 21 of the Law of the Republic of Kazakhstan “On Mass Media”.
The Department also exercises control over compliance by publishers and publishing organizations with interstate and national standards (GOST), as well as other regulatory documents governing publishing activities. It provides methodological and advisory support on issues related to publication formatting, guided by the requirements of the National Standard ST RK 2383–2013 “Publications. Imprint Information. General Requirements and Rules of Formatting.”
After receipt, legal deposit copies are registered in an electronic database with the assignment of inventory numbers (except for newspapers). After stamping, all publications except newspapers are transferred to the Department of Book Market Statistics and Monitoring. Republican and regional newspapers are sent for bibliographic processing to the Department of State Retrospective Bibliography and Kazakhstan Studies and the Department of State Bibliography.
Since 2001, the Department has annually published the bibliographic index “Chronicle of Periodical and Continuing Publications.” The basis for compiling the index is the free legal deposit copies of periodical and continuing publications received by the National State Book Chamber of the Republic of Kazakhstan during the reporting year. The publication consists of two parts: “Journals” and “Newspapers.”
In addition, the Department provides individuals and legal entities with various types of reference information related to printed publications.
Thus, the Department’s activities are aimed at ensuring the completeness of the state archival fund of printed publications of the Republic of Kazakhstan, preserving the national documentary heritage, and improving the system of state bibliography.
