The procedure for receiving and controlling legal deposit copies at the National State Book Chamber of the Republic of Kazakhstan represents an established system of state registration and accounting of printed publications issued within the territory of the Republic of Kazakhstan.
The process begins with the receipt of mandatory free copies from publishing houses, printing houses, publishing organizations, as well as authors. The received publications (books, newspapers, journals, brochures, fine art publications, and other types of printed materials) undergo initial sorting by type and category.
At the next stage, primary state registration is carried out: each publication is entered into an electronic information database with the assignment of an accounting (inventory) number for further identification and state recordkeeping.
One of the key stages is the control of timely submission of legal deposit copies, as well as verification of the completeness of the submitted materials in accordance with Article 24-2 of the Law of the Republic of Kazakhstan “On Culture” and Article 21 of the Law of the Republic of Kazakhstan “On Mass Media”.
In addition, the output data of publications is checked for compliance with the requirements of the National Standard ST RK 2383–2013 “Publications. Imprint Information. General Requirements and Rules of Formatting”, as well as with the regulatory legal acts of the Republic of Kazakhstan in the field of mass media and publishing activities.
After completion of registration and verification, publications are distributed according to the functional areas of the National State Book Chamber of the Republic of Kazakhstan: part of the materials is transferred for bibliographic processing, and at the end of the reporting period, they are sent to the Press Archive of the Republic of Kazakhstan for permanent state storage.
Thus, the procedure for receiving and controlling legal deposit copies ensures a full cycle of state registration, control, systematization, and preservation of printed publications of the Republic of Kazakhstan.
