It is a structural unit of the organization responsible for organizational, personnel, economic, documentation, and information support of the activities of the Republican State Institution “National State Book Chamber of the Republic of Kazakhstan” under the Committee of Archives, Documentation and Book Affairs of the Ministry of Culture and Information of the Republic of Kazakhstan.
1. Human Resources (Personnel) Work
- maintaining HR documentation in accordance with labor legislation;
- processing hiring, transfer, and dismissal of employees;
- preparing employment contracts, additional agreements, and personnel orders;
- maintaining personal files and employment records of staff;
- recording working hours, processing leave, business trips, and sick leave certificates;
- preparing reports for authorized government bodies;
- organizing employee appraisal, training, and professional development;
- providing consultations to employees on labor law matters.
2. Public Procurement Activities
- planning procurement of goods, works, and services;
- preparing and publishing procurement documentation;
- interacting with suppliers and authorized bodies;
- supporting procurement procedures in accordance with legislation;
- preparing contracts and monitoring their execution;
- maintaining procurement reporting;
- ensuring transparency and compliance with procurement legislation.
3. Anti-Corruption Activities
Within the framework of anti-corruption policy, the department:
- organizes preventive measures against corruption offenses;
- collects and prepares anti-corruption reporting;
- ensures compliance with anti-corruption standards;
- conducts awareness-raising activities among employees;
- participates in developing internal regulatory documents on anti-corruption;
- cooperates with supervisory authorities.
4. Economic and Administrative Activities
The economic unit is responsible for:
- providing furniture, equipment, stationery, and household supplies;
- monitoring the technical condition of premises and equipment;
- organizing routine repairs and maintenance of buildings;
- ensuring compliance with sanitary and fire safety requirements;
- providing transport services;
- organizing material and technical support for the institution’s activities;
- accounting for and controlling the use of material assets.
5. Information Systems Unit
This unit is responsible for implementing and using software and technical tools for the automation of bibliographic processes, with the aim of effective management of databases, electronic catalogs, and the web portal.
The Information Systems Unit is responsible for the effective performance of its assigned tasks and functions, as well as for the organization of local computer networks, including the protocols used, operating systems, network equipment, and hardware of servers and workstations.
