Editorial and Publishing Department

1.1. The department prepares for publication the following bibliographic series: “Chronicle of Periodical and Continuing Publications,” “Chronicle of Newspaper Articles,” “Chronicle of Journal Articles,” “Kazakhstanica,” “Book Chronicle,” and “Chronicle of Reviews.” Through the publications of the Book Chamber, libraries across the country are informed about the issuance of printed materials in the Republic. The department is responsible for the timely publication of all bibliographic indexes.

1.2. In accordance with the objectives of the Editorial and Publishing Department (EPD), it performs the following functions:

• preparation of annual and long-term thematic publishing plans in accordance with the established procedure of the Book Chamber and the editorial-publishing plan, based on the analysis of literature availability;
• pre-press preparation of planned manuscripts, including proofreading, editing, preparation of original layouts, and submission to the printing house;
• monitoring the peer-review process of manuscripts and the preparation of accompanying documentation;
• ensuring quality control of published materials, their printing quality, and compliance with publishing and printing standards (GOST);
• methodological and advisory work on publishing issues;
• analysis of the effectiveness of the distribution and use of the main print run (after allocation of mandatory copies), provided for free use in the educational process (for publications funded by the state budget);
• determination of editorial and publishing process technology;
• participation in shaping the structure of the publishing unit;
• participation in staff training and professional development activities;
• organization of book exchange programs, participation in book exhibitions and competitions;
• control over the distribution of mandatory copies (16 copies to the Book Chamber; 5 copies to regional, regional youth, and university libraries; 2 copies to the EPD archive—for publications prepared by the department and assigned an ISBN acquired by the institution, regardless of funding source; 1 copy to the EPD archive—for publications authored by institution staff and published through other publishing houses);
• preparation of operational and statistical reports on publishing activities in accordance with established procedures;
• in cases where printing is outsourced to third-party printing houses, preparation of documentation and organization of quotation requests (tender procedures).
